How it works: Collect Forging Certificates by trading monster-drop gear to NPC Nariya, then spend them at Grandpa Taotao to activate (upgrade tier) your ★ weapons and classic armor. Cards, enchants, and random options are always preserved — only the refine level drops.

Practical Example — ★★ Jur (Assassin Katar)
Assassin Cross end-game weapon
The ★★ Jur used in the 190 ASPD Sonic Blow build is a ★★ Katar — meaning it has already been through the activation process. To get one you either buy it from the market, or:

Farm monster-drop Katars and trade them to NPC Nariya for ★ Katar Forging Certificates.

Collect 100× ★ Katar Certificates + 8× Goblin Coin Fragments.

Talk to Grandpa Taotao — select your ★ Jur as the source weapon.

Result: ★★ Jur with refine −7 (so push it to +9 first → ends at +2), cards/enchants fully preserved.

NEW route: if you already have a ★★ Jur, exchange it to NPC Nariya for ★★ Certificates, then use the −3 rule (3× cert + 30 Goblin Coin Fragments) to tier it up further with less refine loss.
